This is actually not as far-fetched as you might think. Let's go back to the early modern period, about the late 16th to early 17th century in central Europe. Back then, it actually were women who were considered the inherently more lustful and lewd gender, while men were expected to be more reserved. The reasoning was fairly simple: Sexual lust was a base desire, and to be tempered by your rational mind. And at the time people assumed that this ratio was a primarily male attribute, so women had little to hold back their lust.
Now, of course this wasn't a complete inversion of every dynamic we know nowadays. It was still generally assumed that the man should be the more active and dominant partner in a relationship. And sexual prowess was still considered a positive attribute in a man, at least among soldiers. But it is an interesting reminder just how malleable such concepts can be.
There's also a very visible aspect to this deal. If you've ever seen pictures of early modern soldiers (or even just civilian men), particularly Landsknechts, you may have noticed they tended to wear fairly tight socks up to their knees.
