Mixed reactions from different people. Some folks who change freak out and hate themselves massively, some folks who change love their changes and hope they never go away. Some people are very sympathetic to beastmen, for they had no choice in their transformation, and aid those who wish to stay as such to live normally, and aid those who hate their new forms to acquire surgery to become human again if possible. Some people react with fear and hatred towards the beastmen and seek to treat them as second class citizens or injure and kill them. It would be a complete clusterfuck of cultures fighting one another until they reached some form of equilibrium.

10% every year is not a small amount; a population would not be able to recover that population by time the next culling occurred. At Year 1, population would be at 90% of what it was beforehand. At Year 2, 81%. Then 73%, then 66%, then 59%. In less than a decade, humanity would have lost about half of its members, and that's assuming that everything else in society keep chugging along smoothly, which it won't.

Annual transformation would be a serious problem.
If the event occurs often or even occasionally then the population would likely transform faster than it can replenish.
Additionally if beastmen can reproduce among themselves as well as gain new transformed beastmen from humans then humans will have to purge all beastmen between transformations or cease to exist.
If beastmen cannot reproduce then there is potential for an equilibrium / peace to be reached as even beastmen will ultimately require humans to survive in order to propagate themselves.
