What if we used something like that but in reverse? Draw salt water from the ocean inland and distill it with sunlight. You could use mirrors or greenhouses to heat it.

This. The Sahara was a fertile savannah for thousands of years before switching back. If you look at the rocks there, you've got distinct layers for the desert periods and the fertile periods. It's been alternating for millions of years. Some say that migration east to escape the encroaching desertification kickstarted the first civilizations in Egypt as the region had to adapt to high population density and waves of migration and disruption.

So really just move the timeframe of your campaign a little and it'll be a nice fertile plain. It's really just a matter of a little global climate change shifting the prevailing winds a bit.

Central Australia is in much the same situation.

Climate is always changing, and a small perturbation can trigger some pretty far-reaching effects. (And therefore obviously big change is inevitable regardless of what causes it. To me it seems more logical to just live with it and adapt to the changes that come, as they come.)

Africa previously had several huge "paleolakes" or seas during the last ice age and even earlier.

It's been claimed - claimed, mind you - that if the Congo is dammed near Stanley Pool, an inland sea covering much of the Congo basin will be created. Once that sea reaches a certain size, the flow of the Ubangi will reverese to the north and Lake Chad will fill to it Ice age size. Once large enough, Lake Chad too will outflow to the north and create a river which empties into the Med.
