Think simpler: breasts count as unarmed damage. Unarmed attacks can theoretically be made with any part of the body. Usually we restrict ourselves to hands, feet, elbows and headbutts but by RAW there's no reason why butts or breasts shouldn't count. Hell, skilled male monks may even choose to resort to dickwhips and sackflails to subdue their enemies.

You do realise there are separate divisions for men and women right? Also I've done grappling(Wrestling, Judo) and boxing with people who are smaller than I am, both men and women. You quickly learn that they've had a large amount of training and experience in dealing with larger dudes so my size and/or strength advantage counted for diddly squat in sparring when I was never allowed to be in a position to take advantage of it because at the time I was that untrained tall man. Anecdotal evidence sure but that's all I got.

Bear in mind also Karate as a discipline has quite a large number of locks, holds, grappling and throws of which many can be done easier from a lower profile and with very little force required.

well, most martial arts (especially karate) are designed for a small light, relatively weak person to take out a larger, heavier and stronger person. I know from my personal experiences in learning karate. I'm quite a big guy, so a lot of techniques I cannot use on most people, as it requires them being higher up. On the bright side, they can't do some stuff, nor can they generally hurt me if I move around a bit, also outrange and outmaneuver, but a black belt can easily move forward.
Then you can't hit them or block easily, and they are in optimum range.

What is more feasible is combat implants, where the weight is increased, keeping the volume relatively smaller, and the connecter tissues are strengthened. This should prevent much unwieldiness and allow for more control, lower bodily maintenance requirements, increase stamina drastically, and allow for much more versatility in everyday life.
