I wouldn't be against the idea of female space marines. The only concern I have is when that would happen. Let's assume that these space marines only have guys in it, yet years later GW decides to create some sort of sister chapter to this one, that could be a good idea if that were the case. If they were to do that now however, the aforementioned concern would thus be that if the SJW:s caught wind of this and kept a close eye on the development and start rallying up and start causing trouble if there's something that they would find offensive of how they're portraying female space marines. I'm not all into all that SJW drama, but I assume it's slowly dying off and the movement is generally considered something you'd take a grain of salt to regarding on what they're conveying.

There is concern for representation in a finite real space like a nation's government because it is finite and has the power to impact others, but nothing about a group indulging in its own fiction fundamentally deprives another group of anything. There is no necessity to rewrite Brokeback Mountain to make one of the characters a FtM transgender person. Twighlight is dubiously "taking" space from Otherkins/Furries/Pagans with its Werewolves. If an African author wants to write speculative fiction about a future in which the West collapses and some Pan African Union rises in its wake, that would rather seem to be there prerogative to do so without Whites, or Asians, or anyone else judging them for doing it. What specifically is wrong with this subset of a piece of fiction catering to a specific group?
2. Nothing says female or non traditionally gendered characters can't be included in the setting. Of the dozens of groups and thousands of subgroups described, only a handful specify gender as a requirement. Marines, Sisters of Battle, Sisters of Silence, Custodes, Wyches, and Icubi. Yes there are also various cults, cultures, or orders in the larger canon that have specific gender recruiting practices but these overwhelming fall in the territory of some incarnation of them swinging whichever way is pleasing. Of the groups that specify gender none do so specifically to profess a message of one being superior to the other in reality or in this case, the fiction where they all explicitly exist to fulfill different roles they excel in for that matter.

Also, the "rebirth" to the dying chapters is likely literal. They are probably gene-forged to have sex with male space marines and give birth to a new generation of warriors.

3. If gender is important to identity then what is wrong with part of a fictional group's identity including specific gender? How is it anything more or less than one more trait amongst their others that contributes to defining them, and how would changing that, and thus changing their specific identity that is already important to other people be justified? Is there an ethical imperative for an Asian Lesbian author to make sure she includes white male characters in central roles in her literature? If gender is not important to indentity, what is your argument for changning it in this case?
4. If this is about the rules of the game that go along with the fiction, it is explicitly written in the rules that you are free to convert and to a wide extent, proxy models. If you want to make Female Space Marines, or Male Sisters of Silence, nothing is really stopping you on this front. If you don't care about changing things already written that other's have based their work on, why do you care if they accept yours? Alternatively the existing lore does nothing to exclude you writing a group that uses the rules from an existing army but that occupies some other fictional space. You want to make an Amazonian Empire that surived the Age of Strife and fields a sisterhood of power armored Warrior Priestesses, go for it! Or perhaps an elite unit of superwomen bodyguards fielded by the inquistion, cool! A host of engineered eunuchs that replicate the effects of the Pariah gene to nullify psykers, sounds fun!
5. There are ample methods to include whatever you want in a still massively open space without invalidating what others have carved out of a particular corner of it. What neccessitates doing so?

If these marines were a project in the works since the Heresy, they would still have been working specifically on men, there's no real way to change it without it feeling shoehorned in.
