His story is based in a parallel universe where he's literally the one in Cato Sicarius's place, and what was planned was he was to spend some time in wonderful inquisition faith torture before they hired him, he did a few things, and then starts his own chapter because he get's fucked over something extra.

So no. Titus is not the successor of Cato because Cato was the Second Company captain in 997 41M and he still the captain 100 years later.
