Because the closest equivalent to guns is single-shot flamethrowers stolen from Exalted, and there's not much difference between a lot of small barrels shooting at once and one big barrel to make the former worth its increased complexity. And the people that have these things are already cutting edge by having matchlocks in the bronze age so I don't feel the need to give them something fancier.

They are if you count museums.

Because a cannon with grapeshot is better in every way

2 - Because they sucked, they weren't adopted.
3 - They weren't adopted because people weren't stupid enough to keep using something that sucked.
4 - The people in my setting are at least as smart as people historically.
5 - The people in my setting won't adopt them for the same reasons they weren't adopted historically.
