There were twenty(16) Primarchs to math out I think he can do the same amount of MCs.

All Chapter Masters have at least a 4++ so any weapon that has more than -2 AP is overkill. We could argue to rid the contestants who wound on worse than a 2+, but that would disqualify some of the more interesting ones like Moloc.
