Beats me. I think getting a character across as beautiful without coming off as forced and or weird is kind of a huge hurdle in terms of non-visual mediums

I would play them as provocative, flirty, all that jazz without forgetting to make them appear antagonistic. Why are they provocative, are they manipulative, what are they trying to get out of showing off? Play antagonists as antagonists, the rest is just characterization. Don't make their sexiness a positive point and the magical realm won't be an issue.

Make them physically attractive, but give them an extremely off putting kink. Like they are a hard core sadist, who is actively getting off to kicking the party's shit in.

Or you know, just describe their normal debauchery as vaugly as you can and let the players fill in the blanks

They're confident, attractive, and even somewhat charming.

They tell witty jokes and tease the party while their henchmen throw them into a death trap.

Just don't breathlessly described their supple toned thighs, and don't try to push it too hard. Maybe give them a lover, or an ex-lover. This lets players know that they're sexually desireable without explicitly spelling it out.

Seriously though just being capable and confident is 75% of being sexy. Even the plainest janest ugliest fugliest can at least seem cute if they're confident and capable.

Go full magical realm and past it. You'll loop around to normal.

Make them act like they know they've "got it". Sexy people who know they are sexy, especially wicked people, are overconfident, assertive to the point of being egotistical, narcissistic, and self-centered. They know they are better, because not only do they look it, but they are in a position of power. How can anyone compete? They don't necessarily have to be stupid or so overconfident than they are wearing blinders, but they are unshakeable and acerbic, and it shows with how they interact with the PCs. Have them violate dress taboos in some small, provocative way. Smile all the time. Make up pet names for people to piss them off. Feign empathy in a sarcastic manner. All those wonderful tropes. Don't describe their allure in detail unless it's relevant; that is, unless the players ask for more detail, or it's pertinent to the scene. Perhaps she's trying to mess with the group's Paladin, and she's sending some strong physical signals without saying anything along those lines during a meeting or parley. One too many light touches of the shoulder and back, that kind of thing. But words? All business. And make her actually dangerous. Or him, I guess. Gender doesn't really matter, honestly. Beautiful villains all act the same, or have the propensity for such.

Just don't cross the line past "tease". That's where the magical realm lies. And as long as you're crystal clear this person is bad news, it is going to be more uncomfortable and unsettling than it is magical realm, unless that's your magical realm. In which case, no, you can't do it, but then again everything is somebody's fetish and dodging them all is like trying to dodge a hail of full auto gunfire. Good luck.

For appearance, describe her as "very sexy" and leave it to your players' imaginations to fill in the details.

Describe their confidence, wit, sultry/baritone voice, good humor, stylish attire, luxuriously-coiffed hair, swaying/striding walk, the cut of a dress, elegant accessories and other highlights. These are all things that people find sexy without being sex organs.

This sounds like an excellent way to find out that your players are into weirder shit than you are and have some fraction of the party completely miss the point altogether.

I find that voice more irritating than lustful.

Because "sexy femme fatale" and "(beautiful) evil empress/queen" are relatively common female villain tropes. The alternative is the "old crone."

I think Sniper Wolf from Metal Gear Solid is a pretty good example of a sexy villainess done in a pretty tasteful way.

Basically, go femme fatale, and give her a means of harming the pcs besides flirtation/manipulation, and remember that she's a full person rather than an antagonistic sex bot. Even if she *is* a rogue sex bot.
Valid question. I hate to admit it, but unless a female character is hideous, she's probably going to come off as at least somewhat attractive if she's confident, competent and dangerous. It's just how cultural perception goes, I guess.

If your players are horny bastards like all of mine are, merely mentioning that they're female should do the job.
Otherwise, if you're creating a worthwhile antagonist, it's up to you to create a character that isn't just a walking vagina

I describe them as being sexy and proud as fuck, but also in a way that makes the party annoyed with her. So they hate her too much to go magical realm, but everyone else in the setting acknowledges what she's like.

Honestly, sexy is pretty subjective. Especially to players, if you know what kind of ideal body the players all can generally agree they like. Then it's easy to make them *physically* attractive, but the attitude and goals of most BBEG would probably turn off a majority of PCs, not to mention from the meta standpoint of them being the badguy.
