Chaotic Evil people have no respect for others or how things 'should' be done, as such a Chaotic Evil being would enter a relationship looking to get as much personal pleasure out of it as possible, with no concern for whether that relationship follows social norms or how it affects anyone else, including the person the relationship is with.

Essentially you just need to answer two questions: what does the Red Dragon want from the character? & How are they going to try and get it?

Evil means that you're consistently willing to do evil things, not that you can't care about anyone ever. Someone that's evil and willing to torture people to death that he doesn't personally know or care about for the benefit of himself or others, but loves his friends and family, is still of evil alignment. That actually depends on the setting. It's the baseline that chromatics are evil and metallics are good, but in some dragons are just as varied in alignment as anyone else. Once can find a Neutral silver, a Lawful Good black, or a Chaotic Evil gold.

It would throw my current character for a massive loop. She's "just" another warrior, a barely literate peasant that was conscripted out of the noose by un (unknow then) corrupt noble house to fight (die) against northern raiders. Charisma 13, but there's an elven Paladin in the party with a 20, and looks much more classically sexy than farmer-tanned brick shithouse. It would actually make her a little insecure, wondering why a being as powerful and majestic as a great dragon would see a "forgettable frump" like her as someone attractive.

How much of a talker is he?

Since she's basically a red dragon without the alignment penalties, she'd be down, but only if prospective husbando is worthy. An impressive nerd or somehow more rip-and-tear than her is necessary. Otherwise he's waiting at her pleasure, and presumably displeased.
Also, I hope they aren't related.

There are two characters in Pathfinder - from the same Adventure Path, no less - that I think highlight the way Evil views love and relationships. The first one I wish to discuss is Nazhena Vasilliovna (Neutral Evil,) the antagonist of Book 2 and the owner of the Pale Tower in Book 1. She is a striking, lovely young Jadwiga from an icy land of Winter Witches whose treacherous scheming had taught her at an early age to never trust anybody, especially those that try to get close to you. One day, she acquires an apprentice from Taldor, a young man who quickly takes a liking to her, and she to him. The pair are casual lovers for quite a while, but then Nazhena starts feeling things about him that she can't quite put into words, for she had never learned the words that describe love.

So when the party kills her apprentice-lover in Book 1, the woman flies into a blind rage, promising death and ruin upon the party as she will follow them to the ends of the multiverse to avenge the death of her lover. Ironically, it's worth noting she still wouldn't describe her apprentice as a lover. all Nazhena knows is her bedwarmer is gone, and it hurts. It hurts. It hurts so much and she can't describe why, and the only thing she knows are the feverish thoughts of brutalizing the party hurt less than thinking of her dead lover.

The second character I would say is worth discussing is Greta, a Neutral Evil guardswoman for the capital of the previously mentioned icy land. More specifically, she is a guardswoman of the Howlings, a district dedicated to Winter Wolves (malicious arctic wolves) and the only place in the country where, upon entering the gates, can assume a Human form. Through circumstances listed in the book that are meant to be portrayed as both amusing and intimate, Greta can pull a party member aside and ask if he'd like to come to her place later that evening and share some mulled wine, for as it turns out Greta has a need to breed and longs for a mate she can cherish for the years to come. While the party member will eventually need to reveal to Greta he is not a Winter Wolf, Greta herself does not particularly mind. In fact, if one plays their cards right, Greta will eagerly join up with the party if promised a chance to remain Human permanently, as to enjoy the delights a bipedal existence offers and remain by the side of her newfound mate.

What these two characters tell us about Neutral Evil, and by extension Evil characters themselves, is that Love is not exclusive to Neutral/Good characters, it's simply the extent of that love which changes. A Neutral Evil character in love is willing to do anything for their lover, up to and including slaughter an orphanage or rip out the throat of a potential rival. That is what an Evil character do.

He might not think of it, honestly- or worry about damaging you. But despite being pretty big on mental stats, it probably wouldn't be too hard to convince/manipulate him otherwise. Just play up to possessive male pride about 'claiming' you, possessive dragon pride about advertising his ownership, Amma dragon avarice at the possibility of his prized (perhaps most prized) possession producing more. All of those are pretty big tools for applying leverage, I imagine.

This is probably the worst aspect of stuff to come out of alignments. I have no idea why people can't view them as general characteristics and traits, and not EVERY SINGLE ACTION MUST ALWAYS BE IN ACCORDANCE TO THE ALIGNMENT AT ALL TIMES.

So yes, Chaotic evil beings? Usually are callous , cruel, and self interested. They still might have friends or people they care about. Lawful good people might get a moment of irritation, or someone that they just hate that much that they're willing to cross the line to spite them. Same as for every alignment ever.

The only reason a dragon would fall in love with a human is because it's a sick fuck that can't form lasting relationships with other members of its species. If you look at an adult dragon's mental stats, let's say in 3.5, most types have >15 Int, Wis and Cha. An average human commoner might have 10, a hero might be on dragon's level in one of these attributes but woefully slow and stupid otherwise.

D&D defines good and evil more in terms of what you're willing to do to the people you *don't* care about.

To use an explicitly D&D example, take Elan's dad burning a bunch of slaves at the stake to spell out a happy birthday message for his son. He was actively doing something positive for someone who mattered to him, while flagrantly and pointlessly hurting people who didn't matter to him.

Good characters go out of their way to help people they don't care about. Neutral characters aren't willing to go out of their way to help or hurt people they don't care about. Evil characters are perfectly capable of having characters they care about, as long as they have a sufficient lack of standards and ethics when it comes to other people.

It's the old "if you want to know about a person's character, pay attention to how they treat the waiter" idea.

My last PC was a noble from nobilis who is effectively Mephistopheles on steroids. I'd imagine it would be remarkably stable. Him being a kind of stable lawful evil. Who is all about equal trades that in the end is an advantage to himself. While the dragon would likely be the more emotional one that will try to keep things moving forward.

Likely, this female red dragon is attracted to his stubbornness, pragmatism, and determination. Particularly since he's setting his sights on revolution and succeeding. He also has a real looks-can-be-decieving way about him, and I'd like to think that would be pleasing to a dragon who's been around for many decades. He's on the older side, but that's probably irrelevant given her probably-substantial age.

So long as she wasn't flagrantly, cruelly evil, they'd probably have a very symbiotic power couple thing going on.

Utterly baffled. Dude's got self-esteem issues, doesn't really stand out over the party members and in fact is kind of weak compared to them. As far as he's concerned, there is literally no reason for anyone to be interested in him in any way whatsoever, so dragon would probably be met with the same level of paranoia he meets everyone else with.

Very short before my character's phoenix bully victim/thrall is ordered to kill the dragon through some convoluted means. Then the dragon is dissected for the advancement of science and magic.

You will probably die long before that happens. Dragons live an exceptionally long time, even compared to most of the longer-lived humanoids. One could assume from that that their interests would also hold on a similar scale. Even a fleeting "crush" from a dragon would probably outlive a human.

Polymorphed red Dragon seduced and killed my room before game started. He was later raised by another PC and bound to work as an inquisitor for their merciful and demanding god.

Well my current character is happily married to a 17th-level Cleric and is himself a 17th-level Wizard, so...short and brutal for the Dragon.

Alternatively, because I'm the kind of bastard who would, the "relationship" turns horrifying when I cram its soul into a gem and present it to my wife as a present.

My other major character is a Vitalist who is just interested in going the hell home, and he'd be weirded right the fuck out. He's also not high-level enough to be able to just bend the dragon out of existence or anything silly like that, so it'd be...uh, unpleasant, for him.
