I think he did that because he was trying to conquer the galaxy, and THEN do the whole fast evolution thing. It makes sense if you assume he will lock everything up tight until all these deadly xenos are gone, then open the floodgates to knowledge of the Warp and psychic powers and stuff, when you can do so safely in a conquered galaxy.

Step 1: Conquer galaxy.
Step 2: Get humanity into webway where Warp and Chaos can't get at them because he's built a human webway.
Step 3: Humanity evolves into psychic race in the reasonably safe areas there instead of the shitshow in the main galaxy.
