Grim Dark Arcana

In the D20-Modern Urban Arcana campaign setting, magic was reentering the world unbeknownst to most of it's inhabitants. What if instead of D&D magic and monsters appearing in a modern city, they appeared in a 40K hive city?

events go in this order
Send in the Arbites -> inqusition -> PDF -> Guard -> space marines -> Exterminatus
alternatively the Adeptas sororitas, grey knights, or deathwatch go in at some point depending on the nature of the threat.
Or just skip from inquisition to exterminatus depending on what they feel like that day

If the imperial government found it, they would definitely do something like that, but it would take years after they found out. Also, one of the assumtions in urban arcana is that for one reason or another most people don't notice the magic. If they see it, they a man transform into a bird, they assume it was a dream. If an mind flayer walks down the street and eats somebody, they assume it was a standard serial killer.

You could possibly have a couple decades go by before the Inquisition even has this planet on the "exterminatus" radar.

150 years ago, the Xanthite Mechanicus exposed much of the nobility to a necron made nano-virus, known as nanodermis. This virus transforms the infected into vampiric creatures, vulnerable to UV radiation and resistant to warp phenomena.

The nobility reside in the uppermost portions of the hive city, known as the Citadels or Towers of Night, and occasionally raid and consume citizens of the lower city.

In unearthed arcana, magic moved to the modern world through the "shadow". 40K apparently also has a shadow dimension of its own, used by some of the dark eldar.

> 50 years ago, using a relic form the Dark Age of technology, the Xanthite Mechanicus were able to expose the hive world to extra-dimensional influence funneled through the mysterious shadow dimension. Slowly, strange creatures and supernatural phenomena began appearing in the planet. For reasons unknown, they appeared mostly in the undercity. Perhaps the Xanthites have the power to control what locations are accessible to shadowkind.

> As travelers of shadow, the dark eldar mandrakes were the first to notice the influx of shadow phenomena on the hive world. A few have begun ferrying monsters and mystical weapons onto the world, selling them to the necro-vampire nobles in exchange for nanodermis samples. Others have studied the phenomena, gaining supernatural powers that rival those of psykers.

> Some inhabitants of the world have felt the calling of the shadow. Many report having dreams where extra dimensional entities promise them power in exchange for worship. Others have begun studying strange new paths, such as wizardy or druidism.

> The shadow has provided a separate path to supernatural might from the warp. Warp psykers (and occasionally sorcerers) still exist on the world, but it would be difficult for the untrained to tell who was a psyker and who was a wizard. This issue is largely academic however, as both psykers and shadow wielders are not commonly encountered.

> Like many hive cities, the construction of the metropolis started before the current era, and it is rumored that the city already existed during the dark age of technology. These rumors are correct, and tech priests often take expeditions deep into the bowls of the city to scavenge for ancient technology. The device that was used to expose this world to shadow may itself be one of these recovered artifacts.

> During early expeditions, the tech priests discovered that several deactivated men of iron lay dormant in the undercity. Since the coming of shadow, these abominable intelligences have vanished, and are believed to be roaming the city, perhaps in disguise. This information is highly classified by the Xanthite Mechanicus, who fear that whatever leeway they have been given to experiment on this world may quickly evaporate if this were to get out.

> Of the shadow-kind who have come to the universe of the imperium, most cannot remember anything about their home dimensions. A few have claimed that the cause of this is called the "Gift of Lethe", although not even they can remember what that means.

> Aberrant shadow creatures were some of the fist to slip through the rift in dimensions. Among these were the mindflayers, many of whom have used their psychic powers to place them in positions of authority. They wage a covert war against the necron-Vampire nobles, who hire psykers and assasins to hunt them down.

> The Grell are one species who do seem to generally remember their lives before coming to the Hive World. They claim to come from a city nestled deep in the heart of the shadow. This has been corroborated by some mandrakes, who say they have seen great Grell portals tunneling through the dark dimension.

>Most Grell can detect electrical fields, and many can be found hiding in dark corners of factories near the giant machines that keep the hive city running, basking in the abundant electromagnetism of this new world.

> An phenomena of great interest to the Xanthite Mechanicus was that many of the shadow xenos were incredibly similar to the inhabitants of the galaxy. Humans, eldar-like creatures, and ork-like creatures seemed to exist on both sides of the shadow. The implications of this were baffling. Did one of these dimensions seed the other with life? Were they alternate timelines, reflections of what could have been?

> The increase in violent crime and wild animal attacks on each full moon has not gone unnoticed by the planetary law enforcement. What they don't know is that this is caused by a shadow-curse, called lycanthropy by the shadowkind. This curse is transmitted through wounds, and causes the victims to transform into crazed human-animal hybrids each full moon. The planet's two moons cause this to happen more often than it would on other worlds.

> Shadow beasts roam through the undercity, mixing with the already dangerous mutants and imported xenos. New hybrid creatures emerge as shadow and xenos blend.

> Some of the most dangerous of the imported xenos are Rak'gol who lurk in the Jungles. They are occasionally hired by the aristocracy to deal with unwanted situations. These warriors have found kinship with many of the so called shadow beasts, and some have started assembling small warbands of xenos and shadowkind.

A Nicassar hides in the depths of the undercity. Using its great psychic powers, it has projected its mind through the shadow and learned much about the shadowkind. A benevolent fellow, it offers to use its powers to assist xenos, shadowkind, and those who use shadow magic.

Occasionally, the dead now rise as ghouls. Despite their savage appearance, they are usually quite civilized.

The Rak'gol warbands have become a constant threat to the undercity. Some of them have forged alliances with the mindflayers, and are being used in their campaigns against the vampires.

> The Xanthite Mechanicus have attempted to expose shadow-orcs to Orks to see if the WAAAGH could be transmitted between them. These experiments are still in progress. In the meantime, shadow-orcs do not seem to have WAAAGH access, although they can use shadow-magic or even warp sorcery.
