Well recasting is gonna happen anyway at a certain point. The only thing GW achieves this way is making the models so ugly that nobody wants to buy them anyway, recast or not.

In this edition, rules wise, you can bring anything in any combination. So there is non either way. However that being said most of the powerful units are cult units so if you want to bring a fluffy army you won't be able to bring too many of those.
