They sort of do. The Imperial Creed is based around the idea that you shouldn't be feeling anything but loyalty to the Emperor. Don't think, don't question, don't try to make things better, just do what you're told. The Mechanicus follows a similar path, believing that humans should live lives of pure logic to the point of lobotomising themselves.
