Or if you want to be really sure get Conjoined Conjures (Card Captor Sakura) or I Cheat (Justice Leage Dark), get magic in Shadowrun and an instant death spell (killing curse from Harry Potter works, but even JLD magic should have something).

Then get a picture of him or something that once belonged to him and use Shadowrun Sympathetic Magic to kill him no matter where he is.
Since the Naruto setting has no magic there's no defense.

I went quirkless and created a magic system that only works for people born without quirks using Hero BBS. It wasn't overpowered, and it grew stronger through training and mental flexibility. There still weren't that many magic heroes, but it made the world a little more fair.

Y'know, despite what the Jump says, the whole 80% figure is actually about the total population, and that according to All Might, the amount of people being born without Quirks is rapidly decreasing (it was uncommon in his day, it's very very rare in Deku's), meaning your magic system will magically stop working.
