Inuniverse everything is in balance (more because of rule of cool winning with massive losses), but outside of that it is stupid.

Just take the average imperial guardsman. For our time he would be a highly advanced soldier. In 40k they are cannonfodder that need to blast with massive amounts of lasguns to get anywhere. They need millions to stand up to any 40k threat.
And you shouldnt compare 40k internally but to otther universes. In D&D, LOTR, halo, starcraft or whatever they are way stronger. Considering they often find lovecraftian horrors like daemons I dont see why they arent rated on that tier.
