Which miniature wargame that require assembling and painting is the most budget-friendly for new players?
By budget-friendly I mean getting all stuff that is needed to play the lowest point-tier for each game like 1000 pts for the Age of Sigmar/40k or 300 pts for the Infinity.

I'm aware that you can just download most of the rulebooks and supplements for free but let's say that someone wants to have a physical copy of the most important books like core rulebook and a faction book if there is one at least.

No ebay - just base on online stores/LGS prices

Also things like Frostgrave and Wyrdwars only require 6-15 minis. I made my warband for 20 pounds.

Firstly, generally you shouldn't be buying direct from a gaming company, instead buy from 3rd-party stores for a typical 20-25% off. This is true for all GW stuff, if you decide to go that way, and a lot of other company's stuff will be discounted in 3rd party stores as well.

Having got that out the way, the main GW games probably aren't what you're looking for, honestly. They have start collecting boxes for almost all factions that are good value for starting an army, but those won't get you to 1000 points, so you'll need multiples (for a slightly boring army) or to buy other stuff (which won't be as good value per model). They have a range of specialist games coming out which should be cheaper, but check if there's a scene for those in your local area, a lot of places don't have one.

Actually, that's another important point: you should probably play what other people in your area play. Even if the game isn't necessarily the cheapest or the best, it's better than having a force all painted up and noone to play with.

Price wise infinity, but it is not new player friendly rules wise.

Bolt action on the other hand is pretty good for the amount you pay per miniature wise. 30 guys cost 26 pounds. If you catch discount codes it gets even lower.

Historical games are the cheapest to get into, and you'll find players pretty-much everywhere. You can generally mix and match miniatures from different manufacturers very easily, allowing you to shop around for the best looking figures at the best prices. You're also more free to try different games since the miniatures are the same whether you're playing SAGA or Hail Caesar.
If you can get past it being historical, I'dsuggest giving SAGA a try. It's a simple game to learn but deeply tactical due to the unique battleboards each faction gets. The rulebooks are out in the wild, and you can put together a standard 6pt warband for about 20GBP. The most economical way to go about doing this is to find a friend, and share the cost of buying a pair of plastic regiment boxes. I recently did this with Gripping Beast's plastics. I got three boxes, mixed them up and ended up with 4 full warbands and many reserve troops so I can freely swap out various unit types.

The other really economical game to get into is Infinity, but as other posters have said, it has a steep learning curve, and it needs lots of terrain, which can become a substantial hidden cost unless you're okay with papercraft buildings and such. (of which there are some really good examples out there, to be fair)

This 2bh. You can play a vast number of rulesets with historical miniatures, ww2 and Cold War in 15mm and 6mm can both be played very cheaply, especially given the current competition between companies releasing plastics now.
Team Yankee played at 6mm is so cheap it's ridiculous, and it works very well.

If you're interested in fleet-style games, Dropfleet Commander is pretty goddamn cheap.

With two starter packs (which contain the same all-in-one ship class sprues you'd get in their other boxes) you can build a standard tournament-size fleet with piles of leftover bits for kitbashing little corvettes for $96 MSRP. I've also seen pairs of people buying two starter game boxes ($200 total) and splitting the ships by faction, which gives each person the equivalent of two starter fleet boxes AND a rulebook + full set of doodads for setting up a table.

Just check your LGS to see if anyone already plays or is really interested, since the game is stuck in the niche hell of being a British sci-fi wargaming company that isn't GW.
