A 'half orc' is not specifically half orc, but some horrible mutt that could be any percentage and might not even have any orc in them, but just bear identical characteristics. To the rest of the world, the highlanders are basically orcs.

I just like to say that there are enough half-orcs for them to be able to make their own communities. It's more common at this point for a half-orc to have two half-orc parents than to be a rape baby. It cuts down on the overwhelming homogeneity of backstories and allows for there to be more muscular green people hanging out in towns.

Alternatively, yes, just say they're full blooded orcs and take out the whole "defaults to evil" thing.
