I'm in a magical girl game using Legends of the Wulin, which has great combat, but that system has so many fucking problems, and using it for magical girl stuff is a pretty significant refluff. Still, it works great for us, and we're in the Nanoha setting so befriending via battle being mechanically supported is great.

Why? Most magical girls would not kill humans.

It's the Madoka generation. They find it hard to imagine magical girls who aren't a grimderp 'subversion' of the genre.

The best subversion of magical girls we had was about a bunch of teenage friends getting bitten by a vampire in WoD, trying to figure how to cope with their condition and fighting monsters by night; and even they didn't kill most of the time.
I was playing in a second group, a hunter party part of the neighborhood watch, that made some of the most dangerous monsters sparred by the teenage vamps "disappear". I was the dad of one of the girls.
Great stuff, made me wish for more intertwined games. Sadly the campaigns never finished.

Exalted also has the bonus of arranged marriages for extra drama

I'm not sure arranged marriages fit well with a highschool setting, unless the story takes place in Syria and the magical girls are battling the evil ISIS minions while trying to evade the attention of the major foreign owers.

I actually toyed with a israelo-palestinian MB idea for a character, if we ever did a full campaign in some improbabile mediterrenean setting. I don't think a refugee would be THAT absurd, if one would accept the idea of a more realistic normal life for the girls (the "idealized" real life is perhaps a more distinct flavour of nowdays MG than the grimndark, if you think about that).
