But if you can make personal armour that can withstand bullets reliably, then the impetus for inventing tanks will be greatly reduced, if it exists at all.

Also keep in mind the first time they are used is going to be the most sucessful as the otherside has not ever seen it and has no explicit way to counter them, but as time goes on the other side will develop countermeasures

true,The MK1 had a ton of issues but the ones that didnt break down(bout 2/3rds of them did) made a big impact, after all the germans never had seen them before and having a huge metal machine trundling towards you while firing of lewis guns and 6 pounder naval guns at you would be both terrifying and effective if its still working and you cant counter it sans the artillery getting a lucky hit

Yes, but they were still crucial despite their flaws as they were one of the few ways to reliably break through the enemy's front line. When they worked there was very little an unprepared enemy could do, and they were genuinely like nothing the soldiers had ever seen and had immense terror value for that.

If table haven't been invented yet then anti tank weaponry and anti armor tactics have not either.
