For the most part the governments of that setting are too busy dealing with the massive relief efforts of the non-biowarfare parting shots the Horvath took. Lots of orbital bombardment. They had the resources to deal with two out of the following three things: curing the brunette-killer, curing Johansen's virus, and putting out the country-sized fires that orbital energy weapons bombardment had caused. I think they had their priorities mostly right. And Johansen's is cured by the later books, once the situation had settled down enough.

She's similar to Kumagawa in that the persona she seems to have at first is just what she outwardly projects and her real self is quite different. Once Medaka convinces her not to kill herself and that none of this main character shit matters or something like that, Ajimu becomes much happier and starts seeing people as people most or all of the time.

Sorry I've been off land for while, yay fun times, so I'm a bit out of touch. Anyway we had a conversation about those kinds of things way back when. All the properties are not altered save by being part of the Archipelago. I believe the conversation would be about flying islands and such still doing their thing and I said yeah. So, yeah if you have underwaters stuff it can still be underwater.

For part one, you're going to want to be really good at running and hiding, so you don't get shot. Alternatively, good puzzle-solving skills, so you can figure out Kinzo's riddle, find the gold, and win. A third alternative is meta-knowledge, of course. That helps a lot in Umineko.

For part 2, you're going to want mystery-solving skills and lawyer skills. Observation, cold reading, clear presentation of convincing arguments, logical deduction, and the ability to catch people in lies. You might also want to bring in perks that make people lenient on punishing you for rule-breaking, so that Dlanor doesn't get pissy at you for using superpowers to analyze crime scenes (or for being Chinese, if you are. She hates the Chinese). Again, metaknowledge makes this so much easier, even if you're not going to cheat and just tell Battler "it's fucking Yasu, you knob!".
