it's not a rulebook it's a supplement for the rulebook that comes in the starter. Afaik you can't buy the book on it's own.

Its posted every thread. Nobody cares about mass battle fantasy anymore, and if they do they're going to play it at a proper scale like 6mm or use generic rules like Kings of War.

Just get some Frostgrave cultists and start converting them. Red Star even has a conversion set for this very purpose.

GW stores tend to have rules about using non gw stuff though sadly. A shame cause I planned on using frostgrave minis as chaos cultist until I was told I wouldn't be able to use them in store

It was more a case of every army being SoB in the sense that everything was super unsupported and expensive for what they were selling.

For example after certain point there was nothing to buy for my Skaven.
The scheme of making units bigger every new edition didn't help. Forcing consumer to buy just to use what they already have, because "lol bigger" is not a sane practices
