And most games have a luck component because people much smarter than you'll ever be realized right away that games without luck components can and will be solved immediately.

Eh, yes and no, there are some games (like Snakes and Ladders) which are more or less 100% luck.
HOWEVER many luck based games have other, more subtle parts to them; Poker is an excellent example, there is next to no actual decisions in the game, in the short run a shitty player can beat a pro, however in the long run a good player will win more often than worse player. Understanding probabilities and bluffing are major parts of many "luck games".

I mean, you could probably hire 14 million people, give them $100 each to fill out 100 lotto tickets with specific numbers, put them in the post marked from where they got the 100 picks from with some sort of code on the mail for filing, plus the money to cover the cost of the tickets and stamps to mail to your estate and you're looking at about $160m tops. It'd be easy to write up some software to hand out the numbers sequentially, but randomise them between people.

When the draw is done, you could put in your software what numbers won and it'd give you the code of which person that number was assigned to so you can go through the 100k+ envelopes to grab the right one. This could be broken down into macro chains of code to make it easier to siphon through such a large volume of mail.

The problem there is you'd have to make sure you're looking at significantly over 400m to make a profit. Getting 38% cut off on payouts and then 25% off from taxes. Then you're not even guaranteed to get the full amount as others may win the jackpot as well, cutting that by half at least before you even start.

And this is all assuming you managed to get 14m people on board to not fuck any of this up.
