Binance had my Monero on lockdown for weeks with suspended withdrawals.

I think it is the same issue, they probably run fractional reserve on the exchange and throw up the maintenance disclaimer as not to spook people who can't withdraw shit that they don't even have in their exchange wallets

I think the issue is they only hold a fraction in the hot wallets in case they are hacked. id wager >90% is in cold storage which is good. As long as they have 100% of they coins they say they do im happy to wait a few hours. Thats just good security.

not possible, they only can dump 1 billion each month, the 55B are locked in an escrow, where only 1B is given out each month, and if they don't sell everything from that tranche the rest goes back into the escrow to be unlocked again after 54 months.
