Well the idea of my fix was that there is that many potential supers but far fewer have been awoken with a bias towards happier countries.

And by the roll here the UK isn't a happy country. We should expect a lot of super-powered individuals here.

Honestly if I were you I'd try making another thread based around this.

I'll show you how it works, starting with this post number for origin generation.

13 for normal human. Any powers this character has don't leave a mark or trace on their body, or they use gadgets and tools like Batman. Or they use magic. You get what I'm saying.

Now that we have their appearance we need to see how they got to be super powered or super skilled.

In this setting someone was probably grabbed by a Strain and converted.

This version of the Strain probably focuses on stealth and infiltration. Hence the totally normal appearance, with no trace of super powers or abnormality.

Now for weaknesses.

Contrary to popular belief, New York isn't where all the super fights happen or where all the aliens invade.

And this indicates that the duration of this power negation lasts only as long as contact.

So this particular version of the Strain has a weakness to an element like lead or mercury or what have you. It might be why its evolved to make its infected hosts infiltrators.

Marvel TSR is a pretty garbage system...except for the character generator, which is a godsend. I have yet to see anything surpass it.
