There isn't a lot of tiger imagery in the imperium. Hidden Dragons could be a reference to the void dragon though.

The power to manipulate chains and chain-like weapons. Variation of Object Manipulation and Weapon Manipulation. User can create, summon, shape, manipulate and use any kind of chains and chain-like weapons, including flails, shaping and combining them as needed, or moving them with telekinesis.

Im not sure. On one Hand, its a mutation that you would only see in battle, and you could try to explain it by saying its libraians work, on the other hand, its quite a strange power so the Inquisition would think its suspicous, but hell, the think that about everything. To the Chapter Tactics, I could see to things work. The one, beeing an Dark Angels Successor specialised in the capture of Fallen Angels, and getting them literally chained up to The Rock, or a Grey Knights Little Brother, thats specialised in locking demons/and or larger xenos up, pin them down and then perform the ritual or shit to ban them. Or just generally a Chapter focused on capturing and locking shit, perhaps with close ties to the Inquisition then.
