Which costs money, user. By reducing how much money they have, other races can buy LESS of their racial stuff that they need to stand up to humans and elves.

Only if they pick Horizon or Europa, which come with hefty -4 penalties to a stat.

Do the 'initial' quirks count against the limit of 3?

In general, if a race doesn't have a stat listed, they simply don't have that stat or whatever that could be represented with that stat is so low you may as well consider that they don't have it.
Giving 6000 resulted in almost every build being able to purchase every stat increasing quirk, not to mention it gave Humans and Nobiliaries far too much leeway.
Dropping it to 5000 fixes that while not horribly nerfing other races. That was essentially my reasoning.
They don't. This is because a member of a race already has the first quirk unlocked. They don't have to pay for it. To leverage, it doesn't count to a human's max number of racial quirks.

If you're here, would't 'Monsterboy' option be more canonical, if you're the only one. The game mentioned that such occurrences are rare, but possible.

Man, the money in this is super tight if you're trying to buy a good weapon and a backup weapon. Some ways to earn a bit of extra cash would be nice. Maybe I should just give up on some of the quirks I'd had my eyes on.

That's a crazy idea, but we'll give it a try.

In terms of stat gains/losses from elsewhere, does that mean starting at 0?
If you start at 0, and pick an option that would give -2, does that mean it effectively does nothing (unless you would gain some of the same stat from elsewhere, in which case maths as usual)?
Why are some equipment restricted to non-Noxus?
How far does Noxus' Imitation go in terms of gunplay? Does it affect the above restriction at all?
Does Noxus' Consume provide any control to the other direction (i.e. safely touch stuff without causing damage)?
Since Noxus' Shapeshifting only specifies items, does that mean that appearance-wise shapeshifting is free and innate?
For the "other races' quirks" bit of Noxus' Eldritch, do you just get to use whatever you like, or would you need to pay money to unlock shit for some reason?

In the 1.0 version I overcompensated with the base money. You weren't supposed to be able to get all/most quirks in the first place. Several, sure, but not to the amount folks were getting on builds in the last few threads.

Well, here's the thing about the quirks as they are: they give humans the biggest edge over any other race because humans are allowed to take them from EVERY other race.

The problem was not the money itself, per se; rather, it was in the pricing and availability of quirks to humans. Had you said something along the lines of "humans may only take quirks from/up to x(being 1-2) race(s)" that would've resolved the problem--if that's the word--of humans racking up 12s in 4-5 stats. Even dropping the max number of quirks humans can take from any race to 2 or 3 would have done the trick.

Cutting the money by a 1,000 seems like a solution, sure, but I only dropped 3,600 on them in my build, along with 750 on extras (medkit, commset). In the first version I had enough leftover to purchase 2 gutter weapons, or 1 low-tier weapon. Now I have enough to buy a Rattlesnake or forego the weapons entirely and just borrow one from a companion. I mean, according to my stats I am the Vitruvian Man and could likely just sweet-talk my way into getting a good gun, kill someone who had one with my bare hands, or steal one without incident. Likewise, 1 of my 4 companions would surely lend me theirs since I'm likely a better shot with it anyway.

In short, the money was never the issue. The open availability of all other race quirks to humans, and humans alone, was the only balancing "issue". Lastly, handicapping 1 option does not suddenly make other options more enticing. Just something to keep in mind.

Well a healthy human body is very unflammable, so you could smother a creature made of fire pretty easily without catching fire onto your moist fleshy bits. You'd still get burned, but it's the same principle.

Not gonna lie the changes really messed up my build and I had to drop 3 Int, 7 Agi and Atomic Beam to keep the original vision of a magnetic leashed OUGS there while only gaining 2 Res and Aim from it (used the Metro and Stillwater caravans to swap some stats). Some things that would be nice are some drawbacks to allow you trade out some stats for others or allow unique interactions like multi quirking from a nonhuman race at the cost of a hit to Int or Res. An Agi/Str attire would also be nice.

Seems like a contradiction. Igniter cap is their number of pyro uses per day, but they are stated to be able to use abilities an unlimited number of times. So what does cap do then? Is it some other, not explicitly defined ability?

That and Noxus still need to have some defined amount of Strr, Com, Res, and Aim. Even if you keep the restrictions that they effectively can't use any item with a stat requirement other than agility, I still need to know how well my character can see, speak, and hit things.

The original plan was to hold the dual swords in my tentacles and charge in up close and personal with the Shit Outta Luck Rifle but that ended up way too expensive. Downgraded to the Breacher, which is still a sweet gun with my preferred combat style, then the Scrapped-Off when I decided I could take more Quirks now and upgrade my gun at some point.

Eileen might be an elven fuck but it's hard to beat her technical precision and long range fire support on the job. Plus I can't deny the allure of getting in good with the Nobiliary and she seems like a good avenue for that. Danny is kind of my idol and a big part of why I got into the bounty business to begin with. Finally, Gilla is definitely an enigma but she had a hot photo and I'm glad to have her on the team.

Kindred have the lewd options.

They should have _something_ comparable, though, at least for stuff like Aim, Str, and Com. Otherwise you're looking at all Noxus being blind and mute, with barely enough strength to hold their solid-form bodies upright (if even that). You can still keep them unmodifiable by bonuses if you really want to, just give us a proper point of comparison.
