Jupiter's moon is a good place, but really, nothing beats the surface of the sun.

Earth. The others are really hard to live on and you'll all die if something goes wrong. Plus it takes forever to get supplies and staff from Earth.

And students. Even if they're stuck on the school from first year to graduation you still have to transport a new batch of little kids every year. A single flaw on your magic ship, a single accisdent, and you lose an entire year of magicians.

Of course none of those problems exist if you have interplanetary teleportation, but at that point your mages are so powerful your setting has to answer why a cabal of wizards haven't just dominated Earth.

Why have it on a planet if you're magic? Why not just a rogue space station? Everyone searches all over the planets and you're 3 AU up from the ecliptic plane.

Get a fusion reactor, and live there in isolation with only pointing lasers at interstellar ships for speeding them up or slowing them down and serving as early warning for the solar system. With a trillion objects, there's enough room for a population numbering in the order of a quadrillion, still small for a typical Dyson Swarm, but massive compared to most galactic-spanning interstellar empires depicted in fiction.
