It's not heretical to have feeling, but it would be heretical to waste the time they could spend killing His enemies. If your feelings are pure then you can show your love for Space Marines by joining your local Imperial Guard regiment or donate any unwanted kids to local Schola.

Platonic love would almost certainly be permissable, as long as it does not become full-blown worship.
Lust is quite heretical, and any space Marine capable of feeling lust through all their biological modifications and combat drugs is likely on their way to falling to the taint of chaos.

Depending on the Chapter, they can have relationships with civilians. Generally they are familial or platonic, as they have little no no sex drive. They're sterile and have a complete lack of lust, though they can probably get it up. It's just that unless they're Slaaneshi, they probably never will.

Yes, as far as I know, both Salamanders and Ultramarines can go around and hang out with the civilians in their spare time. But I don't think a romantic relationship can come from that. There was this Space Marine that was pretty good friends with an Inquisitorial Guardswoman, the one that said "it's a shame that you are a Spasce Marine" when she saw him naked. The Marine didn't even understand and the monologue said that he was numb to seeing her in the nude.

No part of the process that creates space marines renders the marine sterile, nor does it castrate them or anything else along those lines. It is a silly but understandable myth as space marines are by and large sexless warrior monks.

But if Space Marines can reproduce then why haven't we seen or heard of any cases of half Space Marine babies? Or for that matter, why Black Library continues to confirm without confirming that Space Marines don't have any sex drive? Not as a rule, though some orders do. There are many canon Sororitas who have sexual relationships with members outside their order, and it's even addressed that in-universe it's a common misconception that Sisters must be chaste.

Space Marines can't procreate because they're not genetically modified, just biologically augmented. Even if female Space Marines were a thing and assuming both sets of genitals work right, a fale and female Space Marine could have a kid, but it would be a human kid. Admittedly, the kid might have a greater likelihood to display the biological predisposition that makes one capable of being a Space Marine, but ultimately it would be human.

Nothing in Space Marine DNA makes they anything more than human; it's all of Big E's after-market additions that changes their biology, so none of that would get passed onto offspring.

If, IF, a marine could reproduce (a touchy subject for GW, expect no clear answer) the child would exhibit zero marine traits bevause the process is mostly surgical with little to no genetic modification. They're like biological androids. Sometimes marines end up looking more like their Primarch, this could easily be because they came from the same planet or because their genes match up better so they survive the astartes process better than those who did not look like the primarch.
