That’s an exaggeration. Each monstergirl is at least smart enough to hold a conversation with (not necessarily a decent one, but you can talk to them and they can talk back).

From the RPG perspective? Probably the robot or the lich.
The robot is basically an item with all sorts of cool and surprising powers and gadgets, who is also fuckable. She has a personality etc., but is very obedient.
The lich is a straight up wizard with cool powers, and is one of the most peoples-like (along with the dhampyr).

It might be possible for humans to be extinct by monsterization. If there is no human females, then there be no human males left.
Yes that is an issue the Demon Lord is facing, try to expand too fast and people start getting desperate. Maybe some loose cannons decide it's better all the city inhabitants are dead instead of monsters or their husbands. Maybe it's a final strategy, hold what the demons need the most to not go extinct with humanity hostage. There are some many ways one with little to nothing morals and nothing to loose could use to break the Demon Lord's strategy with one fell swoop. It just means being ruthless enough to enact it and cold enough to carry out mutually assured destruction should it come down to it.
The whole plan is for monstergirls to be able to birth human men.
