There wouldn't be some metaphorical lesson if everybody got equal luck now would there.
That dragon would waltz by a gambling house and the patrons would start rinsing the casino to bankruptcy and the now defunct owner who needs to feed his family will have to go and get loan sharked by the new rich patrons or watch his family die.

The dragon is a symbol of power, strength, and good luck for people who are worthy of it. 99% of the perpetual losers sitting in a gambling house aren't worthy and thus wouldn't count.

So one guy will probably break the casino by winning over and over again, until the mafia behind the casino decides he's cheating and then try to murder him brutally as an example.

His luck will either continue and he'll manage to luckily get away, probably starting out as an adventurer, or it will end at the worst possible moment and that will be the tragic end to the story.

"Gambling" is a formality. The dragon is contriving a slightly more interesting way for you to pay tribute. Many dragons demand worship, entertainment, offerings, or sacrifices. This dragon particularly enjoys a good game of chance.

You build the dragon a private room. You staff that room with the most friendly and attractive dealers and waitresses. The dragon's "opponents" are carefully screened for "sportsmanship", and are compensated for losing. And yes, of course the dragon always wins.

We LET that dragon live when we came knocking in exchange for it's help and bits of its hoard we found interesting and now that we're on semi-friendly basis and generally neutral with each other we are ALLOWING it to gamble at our casino in the parties domain which is the pangean continent, the merfolk regions of the coastlines, the outlying islands, and several smaller planes.

I would imagine that a creature with the intelligence of a dragon, especially one who enjoys a game of chance, would get bored quickly if it never lost. I mean what's the point of gambling if there's no risk? They may as well just hand over the chips.

If the dragon lets us use his likeness in exchange, sure. A casino so cool even a DRAGON would part with its gold? Give him his own table near the center of the casino and seal it off as a VIP section. The rich elite/ high rollers can get access to this exclusive zone and directly play against the dragon if he wishes, so he never gets bored with just our staff. The publicity would probably generate enough revenue to counterbalance the damages he brings, plus you’ve just made a powerful acquaintance if you, ah, play your cards right.

Luck only causes favorable things to happen if they're also unlikely, or at least 50/50, going by the logic that if something has good odds of happening, it isn't considered luck if it does indeed happen. Since the odds are already in the house's favor, any outpouring of luck is automatically against them.

I'd say it depends on the game.
In head to head gambling, where the player is directly playing against the house or other players, like say blackjack or poker, then yeah it would probably even out.
But if you're just wagering on an outcome, like slots or roulette, the luck would come into play
