The Nanoha setting kind of did this? Jail Scaglietti, the scientist in the picture, created a team of all female cyborg minions because he was a creepy asshole, but when they were beaten up and befriended most of them joined the TSAB or the Saint Church, two of the good guy organisations.

The actual reason he made them all female was to implant a clone of himself in all their wombs so if any one of them survived his defeat he could be reborn. This was a completely out of the left field twist in an otherwise pretty non-creepy show and was seemingly totally forgotten not long afterwards.

Anytime a player runs into one of the police women, refer to her as a female and use the appropriate pronouns, but do not describe her unless asked to by the players. If the players end up running into more than 3 or 4 police women over the course of their campaign, they will eventually pick it up.

The cyborg bodies are mass-produced, the model used by the police force only comes in female because costs. Alternatuvely, it's been suggested that women have higher pain tolerance than men. Maybe the procedure is too painful, or the implants leave a phantom pain? Perhaps women have an easier time getting people to cooperate, and seem less threatening? Perhaps the way female brains are hardwired makes them better suited for the implants? Perhaps the female body is more accepting of foreign objects? Maybe all that hollow space in thw hips and womb can be crammed with gear? Apocalyptic event/war killed off a ton of males so females usually work the high risk jobs? Women have no testicles to crush with your cyborg nut-crushing arm?

The government has such total control over the populace that crime is nonexistant, the "police force" really just serve as a morale boost for the commoners and the job actually consists of giving talks to schoolchildren, getting kittens down from trees and helping old ladies across roads.

I'm actually in a campaign set in the Nanoha universe at the moment, although it's close to ending after a multi-year run, and my PC actually explored those themes. Fluffwise she was an incomplete clone with only partial augmentations, designation Quindici, who was recovered by the TSAB but judged to be close enough to alive that they couldn't just leave her in stasis or let her die, so they completed her development to the point she could be decanted and had her adopted by a loving family.

They grew up with an intense desire to join the TSAB, partly out of self-loathing for what they were, hating the idea that they were a weapon made by an evil genius, wanting to prove that they could do good, that they weren't just what they were made to be.

Over the course of the campaign they came to accept their nature, realising that their augmentations weren't evil despite what they'd been built for and gaining a greater respect for their redeemed sisters and themselves, ending up using their abilities as a cyborg along the rest of the squad to kick the asses of some serious bad guys and save the day. There's still an incomplete storytime of the campaign floating around in the archive which we'll probably go back and finish, some day.

I still feel like a homuculus cunt strapped to a robot would be really unsanitary. The human vagina is a complex thing and kinda requires the rest of the body to not just be a fetid hole. I'm not hip on biotech, but I'm not sure how you would keep such a thing healthy in a way that didn't require significantly more maintenance than maintaining an onahole.

I'll say this, female cops tend to not be assholes quite as often as male cops, so on the rare occasion that I interact with them I prefer interacting with female cops.
