You people are absolute morons.
Step 1 of the shooting phase: >In your Shooting phase you can shoot with models armed with ranged weapons.
Grenades a ranged weapons by virtue of being included in the ranged weapon list. If a unit has a single grenade and nothing else, it can be chosen to shoot with.
Now proceed to the grenade rules: >Each time a unit shoots, a single model in the unit that is equipped with Grenades may throw one instead of firing any other weapon.
What does a unit shooting mean? It means it was chosen to shoot in the shoot phase, and as already established you can choose a unit to shoot if it has any ranged weapon (including a grenade) at all.
Ergo: a unit with only grenades can be chosen to shoot its grenades in the shoot phase.

Because they're being pushed to the back end of the Codex release schedule where GW actually has time to do stuff for them, unlike most of the other Codexes which were released faster than the model studio has time to make new stuff, so 8th can catch everyone up? Also because there have been hints for awhile - Armageddon being the first big campaign book of 8th, there was a new Ork Warbuggy thing designed by one of the modelers for some mobile racing game which could suggest they're working on a plastic version of the same design considering it's an ancient model from 2nd edition, they might want to port over some Orruk stuff from AoS, etc.
If Orks weren't getting new stuff their position in the Codex queue should have been higher up based on the time they were released in 7th. Most other old Codexes followed that pattern - see Tyranids and Guard for example.
