As for your solution of welfare: no. It does not work that way. I live in a very welfare heavy state, it does not make the situation better, it may be argued that it makes it worse. Also: learn about the difference between relative and absolute poverty. Unless your welfare state is so drastic that it either somehow enables middle-class like living to the poorer classes (which is impossible), or it drains the middle classes entirely, making them on par in living conditions as the welfare-dependent class: your problem won't go away.
