Not actually on the blockchain, but it uses the blockchain. If you use a chat app on the blockchain you would run into scaling issues pretty quick. Which is why ODN is not doing that. Do your research.

You're right. You don't need one. The messenger doesn't really even use that blockchain except for sending transactions.
Why would you use a blockchain for sending messages? No reason to. So ODN doesn't. The value of the coin is like a share of the platform. It has little to do with the mesenger APP on the platform.
