The only real danger is if bacteria starts growing on it
The only real reason you want to cook beef, is to kill surface bacteria
Beef won't be any more dangerous or safe if you have rare as hell or cooked well done
The thing is that with roast beef, you had a shitload of surface area which can lead to a lot of bacteria growth that could get you sick.
That's why hamburger is more often cooked well done than not, because of the amount of surface area for bacteria to grow.
If you cook the meat right after you grind it, then you can cook it medium-rare and be just as safe as if you cooked a medium rare steak.
But if you let it sit for a week, then you're going to want to cook well done.
