I would say that you are right OP. I very much enjoy rosemary/garlic. Another very good combination for me at least is garlic/basil. I also really like garlic/thyme.

This. There is literally no reason for the salt pepper meme. Salt does the good stuff. throwing in pepper makes as much sense as throwing in cinnamon just because the salt is there. If you are trying to make something peppery, sure but too make people just mindlessly throw the pepper in with the salt just because. Ruining perfectly good flavor profiles.
