the thing that makes humans uniquely intelligent isn't just our brain power, other animals have comparable brains, its civilisation, which requires a load of very specific preadaptations, hands, speech, written language, farming. these are all independently very unlikely and much more unlikely to all happen to the same species, if another species did something similar they'd probably be so different from us we wouldn't even think of them as intelligent, we'd see them as something akin to a massively complicated beehive

Elephants, chimpanzees, whales, dolphins, and ravens have shown signs of social intelligence in the wild and emergent behaviors that they didn't exhibit in their earlier generations. They all show signs of pre-civilization, but among these, only elephants and chimpanzees currently have the physiology to explore, manipulate, and discover the higher requirements for civilization.

Makes me wonder if they would retain the information between generations if we taught them how to make and use simple tools along with their value in making things easier...

In any case, if we are the first-born intelligent race in our cosmic neighborhood, the next intelligent races are very likely to come from our own planet if we don't destroy them before that happens. However, given the mark we've already made, the rise of their civilization would be alien, indeed.

All intelligent life forms must have reached a point where they realized voluntary self destruction/extinction is the way to 'beat the game'.

Remember, it's been 13 billion years and the universe is very large.

Politics is like programming. You don't spend years debating how to make your program, what language to use, etc. You just use the best tools available at the time, in a fixer-upper fashion, and patch your bugs as they arise.
