NASA aren't lanching it either, ESA is though ArianeSpace. Falcon 9 doesn't even have the payload to JWST and the fairing is too short. The only alternative to Ariane 5 is Delta IV Heavy.

So? Most of the HST pictures you see have at least the i band. Visible can be done from the ground.
