There is truth in this.

If you do jobs like that or you're shit then sure it's like that. Otherwise it can use math heavily, more precisely it can easily be more math than physics.
However you're right that engineering requires a fucking large amount of intuition about physics and how real systems work. Most pure science guys don't get that and that's why they rarely hold such positions where something like that is needed.

Lot of EE control theory guys run around with a second degree (MSc) in applied math.

Honstely, whatever you like and willing to pursue. Some kind of MSc depending on your interests also help. It can be the same as your undergrad degree or you can specialize more.

EE/Comp.E and if you can do a proper mechatronics degree then mechatronics are fucking nice and broad.
