It's a diagonal sequence.

the top and bottom number multiplied together are written with the two horizontal numbers. This one was much more reasonable than the op because I can't see multiple answers.

this is probably the wrong way it works but if you line them up vertically (all rectangles with two arrows in the same line, which also lines up all the ones with three arrows pointing in one direction and all the ones with two arrows pointing in both directions) you get this pattern.

the dot denotes that it's the same two arrows moving in the same fashion across all three columns, the slash and the loop denote that it's the same arrows moving in a similar fashion but when they reach the middle row the flip (signified by the loop)
