Eyelashes don't hurt as much because they are meant to be "recycled" very rapidly. You might not realize it, but your eyelashes are falling constantly on their own.
The evelutionary explanation I'm not sure, but my guess is that it makes it better for keeping your eyes protected to have fresh lashes, cleaner and smoother.

I suppose evolutiony people would say pain receptors ended up being more numerous in one area over the other by chance. Just how it happened.

Even from a non-evolution point of view I would have no idea why to be perfectly honest. Protection of the nasal channel is perhaps slightly more important than losing an eyelash or two. So your body screams at you to protect one over the other a little harder.

Photofaliculus produced the majority of its energy through photosynthesis and clung on to exposed portions of mammals, fungalfaliculus preferred dark and dank orifices and tended to root deeper into its host to absorb nutrients. Eventually the faliculi were hit their ceiling of maximum sustainable population and began entering into symbiotic relationships with hosts, most mammals with the ability to groom themselves thoroughly removed faliculi on parts of their body that dont benifit the host, leaving mainly the nose (which was frankly just hard to pick) and the eyes (which were now protected from small debris) as the main ecosystem for this species. At some point during the last glacial period 100,000 years ago faliculi underwent a huge change, not unlike the mitochondria becoming part of the cell, and lost their independence in return for endless genetic expression.
Today, we have the shallow rooted skeleton of the photofaliculus around our eyes and the deep rooted fungalfaliclus around our nose, and it is the length of these roots that determine the pain of extracting one of these "hairs".
