Earth is ~4.7 billion and we aren't exactly space dwellers yet.
That doesn't mean others would take the same amount of time, but it's the best information we have.
Bear in mind we've had a lot of massive extinctions and large biological shifts on the planet leading to our eventuality, but that doesn't absolutely mean high cognitive development could never happen without so much biological shift. Amphibians developed relatively early on.

Perhaps. Deep sea vents are a good source for all sorts of chemicals and heat (and heat gradient with cold surrounding waters), all of which could be very useful. You must define the planet they live on.
Is it like Earth but no intelligent land species? Is there no surfaced land?

Perhaps instead of storing food, they create a society that focuses heavily on farming enough food for all citizens. So they don't grow grain and then store it, they just have standing seaweed/fish farms that people eat from whenever they get hungry

Let's assume earthlike, but with less large continents so large lifeforms don't have as many resources to evolve

if they have access to deep sea temperatures and practically sterile environments, those are some pretty good places to dump heaps of stuff for storage

In the Paul Preuss / Arthur C. Clarke “Venus Prime” sci-fi series, the aliens are descended from cuttlefish and their ability to rapidly shift skin color and patterns evolved into speech and they went on from there to eventually develop biological based high technology, including space travel.

In Harry Harrison’s “Eden” alt-history series, dinosaurs survived and evolved into a sentient species and also develop bio-tech, (thou nowhere near as advanced as the aliens above) with genetically altered animals acting as tools, such as aquatic dinosaurs bred into ocean going “ships” and crossing lizards with other life forms to create a kinda poison dart launching “gun”.

Even worse - pretty much no chemistry. Open containers just do not work underwater for most substances. They'd spill out unless they were insoluble and heavier than water, and you can completely forget about gases. Underwater environments are horrible for any sort of materials processing technology.

Unlike common conception you don't really need hands to create complex tools, the only thing you need is a big brain. There are people out there who have no hands, but still can draw amazing pictures with their feet and can do all sorts of things using feet, arms, mouth, and so on. This is because they have a big brain and when you have this you can use your body in quite effective ways.

So imo the only thing a sea creature would need is a very big brain, like humans, or maybe even bigger and more capable, since it will be more difficult and require more intelligence and creativity to build civilization from scratch underwater.

I do think though a planet with shallow oceans is required. E.g. less than 100 metres. Below that there is no sun light and it is difficult to see complex civilizations emerging somewhere were barely anything alive is.

Wouldn't the best point to start be figuring out why they would be interested in space travel to begin with? Land, assuming there is any, would be the more immediate frontier.

It's of course easier with hands but you can do everything you can do with your hands with your feet and mouth, it just takes longer and is harder. Generally to build up a civilization as we know from scratch under water would probably be harder and take longer. This is why i said these sea creatures would probably have to have an intelligence superior to ours, and in that way still find solutions to their problems.

Too be fair they'd probably get a lot further than us, since water forming is fucking easy. There's more than enough water on Mars to cover it in an ocean, and that eliminates all the nasty problems with radiation.

In all honesty, if humans survive for another million years I'm almost certain we'll genetically alter ourselves to be amphibious, because it seems that almost all of the potential habitats for life are underwater. We know of at least two bodies in our solar system that definitely have salt water oceans, and its suspected Ganymede, Callisto and more do as well. A species could actually surive in a rogue planet as long as hydrothermal vents still worked.
