He didn't hate fags, he's simply describing people who are doing faggy things, where "faggy" is a catch-all term for things people do or wear to look cool, but of course end up not looking cool.
And of course Davey hated people who did things or wore things to look cool, too, especially people who feigned disinterest, but there's another word for that.
It's almost like he's writing from character's points of view, whose views he doesn't necessarily hold himself.

Dave was really into using language to paint images.
He wasn't very good at plot movement or character growth, but he knew how to describe things. It's part of why his shit is so boring and academic at times. When you read "faggy" you either are getting a specific and therefore recognizable POV to orient the reader or a deliberate description using subconscious images you associate with the lowest forms of homosexuality. It's sort of like if a homeless uy were to be described as "niggardly", it paints a strong image the same way faggy might in terms of a tennis match
he definitely wasn't a homophobe. He may have seen it as a sort of mental illness (which is fair but more likely in terms of transgender-types) but even then it's not like he's saying you shouldn't have sympathy for them.
Poor Tony, and Pemulis's brother for instance, each was a very sad character, clearly had daddy issues and trauma.
