That's because in many cases a woman's genitalia is not directly visible (due to clothing, posture, angle of view, etc.). A male who is attracted to all features that superficially appear female will be more successful in finding partners to reproduce with.
If a male is attracted to someone who has female features but male genitalia, there is little evolutionary disadvantage in that case.
