With the exception of Isildur, who used it to order Gondor until his betrayal, none of its bearer's wanted power. Bilbo, Frodo, and Gollum only wanted to escape danger when they used it so it made them invisible. Tom Bombadil wanted nothing from it and didnt care about it so it did nothing. Sauron is the only being able to use it to its potential, which would be to use its link to the other rings of power to assume control over the minds of the kings of elves dwarves and men the same way he bends orks and trolls to his will.

Why didn't they strap a bomb to Boromir, give him the ring so that he uses its power to destroy Sauron's armies, and then blow him up before he was completely corrupted?

The ring's main power is its ability to bend the wills of others. Not only mortals, but even powerful immortal entities can be bowed by it. Even without a bearer the ring's mere presence causes greed, suspicion, and murderous intent to seep into the minds of those around it, such is that taint of Sauron's essence that he poured into its forging. So you see, the power of the ring is directly proportional to the power of the one who wields it, the power of the will that harnesses it. In the hands of Sauron, and his will to dominate all life and bend the other rings to his will, it is the most terrifying weapon in existence.

The desire to do good with it, and the belief that this is possible, is part of the corruption it spreads, which is not limited to the person actually wearing it on their finger.

The One's potential depends on its wearer. Gollum was caught up in its mind control and was basically a shell from day one, but he had so little ambition that the ring couldn't coax him into anything that would get him noticed by the great powers of the time. Bilbo is happy with his lot in life and just wants to get back to being left alone in the Shire once he gets back from helping the dwarves. Every other powerful person who encounters the One is eventually able to resist the temptation to use it because they are smart enough to know that since it is an extension of Sauron it will eventually corrupt them into becoming another Dark Lord, at least until it sees the opportunity to get closer to returning to Sauron, then it will betray the bearer.

It's the reason why so many people dislike the Shadow of Mordor video game. The power to dominate others gets used, but there is comparatively little consequence faced because of it, and the main character ends up being a force that helps resist the rule of Mordor for a time.

I dont want to read the books, because i already watched the movies.

The fact that the ring's power revolves mostly around temptation makes me think that it was mostly meant to be a really effective phylactery for Sauron, but it also was the means for him to attempt to dominate the minds of the Elven kings and then later attempt to dominate the Dwarven kings.

Maybe it did actually amplify his power as well, but that particular ability was purposely ill-defined.
