You better have some proof that it lowers IQ. An easy piece of evidence would be to list the IQ statistics of the countries in your graph.

There's no control for natural fluoridation and dental fluoridation, so it doesn't show that. The only thing it shows is that tooth decay has dropped to the same levels in those countries.
