honestly any italian dish will impress, but if you want to pull all the stops that you can with 30 bucks you should have spaghetti, a salad (with a vinigrete), some bread, and a dessert like gelatto or icecream to keep ur budget

It contains black bull and white sauce.

But seriously $30 is a fairly good amount to work with for 3 people. You can cook something normal and give it a French name that sounds good, which literally just takes you finding a recipe you can cook and then translating the title into French.

Sirloin steak will substitute just fine. If you haven't cooked them before there's videos on youtube how to do it but it's easy. Also, have you asked what the kid likes? Best to make sure he doesn't have any dietary restrictions (religionwise but especially healthwise) or if he just plain doesn't like any foods in particular. Kids can be picky little shits so you'll wanna find out first.
