I was under the impression that if it's fresh, ginger is an aromatic and if dry, it's a spice. Kinda like how fresh bell peppers are a culinary vegetable but dry and powdered, they're a spice (paprika).

well what you Brits call "coriander", Americans call "cilantro". what Americans call "coriander" is the ground seed of the cilantro plant. so "coriander" can be an herb or spice depending on who's saying it.
