"Ham with water added" is a required labeling in the us for hams that have literally been injected with water to increase their weight.
Look it up and you'll see there's several tiers of labeling due to the amount of water injected into the ham.

This label reads correctly. due to the spacing it just looks weird but actually the term "Cooked ham Water Added" is something they have to grade it as under FDA regulation. "Cooked Ham With water Added" or "Cooked Ham, Water Added" Would probably be a less confusing phrasing though.
